Answers: they do not have to be set at indistinguishable temp but they can be set at the same temp....I usually set the lower one around 5 to 10 degrees superior than the upper one ...the way a boiler works is like this, you use hose down the lower element comes on first as you use more sea the bottom one shuts off and the top one turns on...when you quit using hose the upper element stays on until the upper thermostat turns it rotten and turns the bottom element posterior on...the bottom element stays on until the lower thermostat turns it stale...only the lower item will come on periodically to keep wet temp at the thermostats setting until you start using water next the cycle repeats...bottom element next top element after back to bottom constituent...if you do not use a lot of hot wet the top element might not even turn on.
