I'm being forced to paint the exterior of home during winter due to blistering and flaking paint but I've not been competent to find painter.
Answers:    Who is forcing you? You can paint in winter but the weather must be nice so the paint can dry and the hours of darkness can't freeze.
Latex paints typically need temperature that are higher than 50' F to stick and dry. Alkyd paints can tolerate rather lower temperatures- maybe low 40s.

There are house paints that are made specifically for cold weather conditions that you can use, but they are a special command item and will be more expensive. I know Glidden has a cold weather paint, so bid your local paint store and see if they can order it for you (not the big box stores, they won't own a clue).
