Answers:    Time to get a professional involved. However, I will suggest some things you can do to investigate. I bear it you have okay water, not a city hose main, as your dampen supply. In a well system, in that is a storage tank which have a level control system. When the horizontal drops through use, it starts the well pump to replenish the tank. The capably pump may be the source of the noise. You may hold two pumps, the well pump and afterwards a second pump in the house which raise the pressure high adequate to refill the container. Either way, the pump(s) may be the source of the echo. Physically locate the pump in the house if near is one and listen right at the pump when someone else turns on the water somewhere. If this pump is making echo, you will hear it. If you have a economically pump only, after you have a pump house or something where on earth the pipe comes out of the ground. Same thing, put your appendage on the pipe and have someone turn on a faucet. You will grain vibration if the all right pump is the source of the noise. If the pump(s) is making satisfactory noise for you to hear it, it is promising something is wrong somewhere and it is time to have a professional look into the system. Or perchance, there is nought wrong and it is simply a cheap noisy system. Has it done this from daytime 1, or did it start sometime later? If it other has done this, it is probable the cheap noisy system, and the professional can verify this for you so you can pocket the builder into court to fix it. New houses DO come with warranty for certain things, close to the various services and appliances. So, any way, innovative cheap noisy or a failing system, the professional can describe you for sure and then you can look into geting repairs done by the builder.
Time to call upon a licensed plumber that's not involved with your builder. It could be so copious things. Heat trap nipples in the river heater sometimes formulate noise, crimped pipes, shutoff tap not opened adjectives the way, glorious water pressure, I have a prv (pressure reducing valve) in the patio cause clatter in a house once. So masses possibilities.
