there are two pipes on the outside of the wall of the neighbors house. what can be done to mute the noise which is made every time their furnace go on ?? to be precise appr. every 15 min. and lasts depending on how cold is it outside (15-20 min.)
How Would I do This?
The noise is the nouns of the draft blower that forces the combustion gases out of the furnace. Some of the blowers are moderately noisy at the exhaust terminate.

You could offer to payment for the pipes to be rerouted through the roof. If they like you they might dance for it.

There shouldn't be any rumpus coming from those pipes!

Ask your neighbor to have them checked. If they can't fix the roar, build a box around the pipes that can breathe, but will muffle the noise somewhat.

My guess is that the pipes arent straight coming from the furnace to the outside. They are probably full up with right angle turns. The joint should be curved to reduce the crack inside.

Answers:    If they are boisterous then they most feasible have a Lennox Pulse furnace. Make sure they own the muffler pipes installed. Yes I'm serious, those furnaces are so loud that they come with pvc mufflers for the exhaust pipes! If they bug you I'm sure they are loud inside their house also so they should be inclined to get it fixed.
