no involve to change outlets if there is no voltage at the line. if the circuit breaker is on and has power.. then its possible that the outlet lacking power probalby has lost a connection at a intersection box. or at another outlet where it gets the nurture from. you need to use a voltmeter to check for power. you need to trace where on earth the wires go to and come from. only enjoy to change the breaker
because sometimes,even when you reset and make sure its on, when the breaker is bleak, then there will be no charge within the outlet, because it got stuck on "Off" (although the lever shows "On"), so that's why you need to relocate the breaker.

Depending on how the wires are set up, one tripped GFCI can cut power to all the outlets on the circuit. Push in the button, and you're stern in business. If it happens repeatedly, you hold a short circuit and need to call an electrician ASAP.
