There is no ground wire and no marine pipe nearby and it is on the 3rd floor. The GFCI outlet is call SmartLock. How can I make it work? What if I put a piece of ground lead and tie it to a big big big metal bar limp behind the wall? Will it "think" that the big metal fishing rod is ground? How can I solve this without running a ground line to the panel box?
Answers:    A GFCI will work on a 2 wire system(no ground). The GFCI looks at at current lack of correspondence between the hot and the neutral.
If it see any discrepancy between the hot and neutral it know something is wrong and trips. Hitting the test button will insure that it is working properly.

UPDATE: Who are they that are relating you this?
The smart lock feature is merely to prevent reverse polarity. When hot is reversed with the dull. A ground shouldn't be necessary. Ask Leviton Tech support. I am sure they will transmit you the same.
Have you tried hooking it up? Silver screw on rank side of gfi to neutral (white wire)
Line side gold ingots screw to the hot (the colored wired).
You may need to identify the hot line to insure you have polarity correct.
This could be reversed surrounded by your house.
