They ain't adjectives alike.
Some won't spin unless they drain. Some won't spin OR drain unless the lid switch is closed (bad lid switch is common). Could be a bad pump. Most don't have filter these days but the very hoary ones did they can plug up.
But can't tell you much if you don't tell us much. You didn't influence if was trying to run in the spin/drain. Could be a desperate timer.
