Answers: Sounds like a short somewhere! If you know anything more or less electricity, open up you wall plates and see if there's any wires touching or adjectives. Might also check the lights.
Call a Priest and have him do an exorcism to attain rid of the poltergeist who is messing with the upstairs lights.
