Answers: Are you sure you don't the blade engaged, save you have bad safekeeping switch. It should be located in front of arm that engages blade.

Difficult press. Did you try the starter while it was off the appliance? I mean give it power to see if it spins?
Two possibilities that I can reckon of before you have to manager for the repair shop.
1. Older starters have bendix springs. When charged by turning the key, the spring forces the drive shaft on the starter to turn and to absorb the flywheel. If it is a bad spring, you can have a honourable starter and no spin.
2. Flywheel is so stuck that it won't turn, and thus your starter cannot make it turn. Only solution I can think of to diagnose this is to verbs the tractor while it is in second or third gear, not far, just take it a few feet or rocking back and forth. If the flywheel is stuck after that you get some real problems. Finally, if you did the rewiring, are you certain your starter is wired correctly and not trying to reverse itself. A few starters from elder tractors do this. Basically they are geared to go in one direction though.
I suspect you are going to hold to get a repair shop to look at it.
