Answers: The caulking is put there to hold water from running below your toilet and rotting the subfloor. If you smell an odor, your wax ring is probably failing. You will have to shut past its sell-by date the water to the toilet, remove the wet supply hose, remove the two screws on the toilet end, and lift rotten the toilet.
Remove the old wax ring and plastic, replace, and reinstall the toilet contained by the reverse order you took it sour. The smell should be gone now.
first what is cocking cement? if it leaks on floor try A unmarked wax seal. It my enjoy leaked if you hold A vinyl floor you may have to crack it out. and check sub floor make sure its not rotten devout luck
