Answers:    Solar powered fence chargers, use the sun to charge a battery. A number of things could be wrong. The solar panel is going unpromising (not fully charging the battery) this would explain the faint click. The battery itself may be bleak (not holding the charge) there are numerous relays, and resistors that can go unpromising as well. You may have to seize the wire, to see if it is still working. Chances are, you need a trial charger. By the time you buy a new battery, or repay someone to work on it, for a few $ more, you have a new charger. Grab the lead, and see if it's still working. It wont hurt too bad. I was raise on a farm, and I've had to check the obstruction several times. lol Good luck!
