Their is a total chlorine and active chlorine.
Check on your trial kit how to measure them.
If their is a difference between the total and stirring chlorine you have to super-chlorinate the pool to kill the inert chlorine.
If their is no difference between total and active chlorine you don't have unresponsive chlorine and no need to super-chlorinate.
Then to use less chlorine you may want to buy a stabilizer to add on to pool water.
Usually the use of more chlorine is due to a lot of empire using the pool and the sun burning the chlorine.
You can stop by a pool supply and maintenance company and they will offer you stabilizer chemical
