it would be cause by the diverter in the faucet
My guess it is a delta faucet as I hold seen plentiful times the problem you discribe. Even if not a Delta faucet I would check that first.

Seems here may be some stuff in your faucet, blocking the flow of dampen. Take off your faucet and try to verbs it out, if it is not the aerating screen. If you can't carry it out, may need to buy a alien faucet.
