There is no damage to my bathroom, however the trickle in my bathroom tub have destroyed the downstairs neighbor's bathroom ceiling. They own, I rent. The landlord refuse to pay the plumber who come out to check the problem and is refusing to fix the filter. What can be done?
Refuse to pay packet rent until unsafe condition is taken care of. You hold the right to a safe and non leak apt. The leak may impose dry rot in the joist the tub sits on , making them weak, possibly cause a tub full of water to drop into the part below. Document the problem & call your local building inspector. They will proclaim him to mitigate the problem. You have every right to discard to pay rent if he know the problem exsists and refuses to fix it.

Also, like someone above said, own it fixed, send him the bill, and take off it from the check you send him for rent.

Before you do that, convey him two letters. Let the first one explain the problem and ask him other for him to fix it. Let the second one say that this issue must be fixed without hesitation and that you're calling someone to fix it and deducting it from the rent you owe. SAVE COPIES OF THIS! He might a moment ago be stupid and not understand that he is supposed to fix it, and you might closing stages up in court. So set free emails, make copies, anything you have to do. Also, enjoy your roomate sign the letters as powerfully, so she can be your witness.

Answers:    Not sure where you live, but detail the landlord you are notify the county of an un-healthy condition. IF it is a leak, and not due to drought of care when taking a shower, or overly splashing contained by the tub..he is liable to provide a properly functioning plumbing system. It is the landlord's responsibility, not the tenants. (I assume you live within the US and I am confident your county agrees to this law.)
Send him a certified reminder that you have takens steps to diagnose the problem, and that if it is not address in pretty good time..(within the next few days) you will notify the county. (and carbon copy a notification to the tenant living below you, the same message so all are notify of your intentions) Make sure the landlord know of the duplicate letter to the other tenant, and the county. Unless he is a moron, he will conduct yourself.
