Answers:    If your water space heater is draing continuously its 1 of 3 things.
1. Your thremostate on your water space heater is set to high and the pressure relieve tap is letting the HOT water out.
2. You hold a bad pressure relieve spout.
3. Bad thermostate

Check your thermostate settings on your water hearter, There is a cover near 2 screews, remove cover. check diel settings...should be set between 120 degrees and 125 degree. If ok, and water is REAL HOT, afterwards your thermostate is bad.
If marine is hot and your able to keep hold of your hands lower than it when running..........Then its your pressure relieve valve.
Thats the things higher than your water heating system with a pipe comming out principal to your drain.
