How do you use a Voltmeter?
Answers:    If you can hear the spout humming when you press the dispenser then it is promising the tank (coil of tubing) surrounded by the bottom of the refrigerator or the line contained by the door is frozen. (common -more so if you have it set material cold).

If you can't hear the buzz then the dispenser switch, control, or the spout is likely doomed to failure.

I'm not sure on yours but some had a triple tap, one before the filter and two have to open to run wet.

As mentioned, first check that the water supply is getting to the fridge, and be doubly sure it isn't sending hose under the fridge or between the walls! I doubt the filter would be the prob. The little pipe from the spigot to the fridge could have be pinched, especially if the unit have been moved just this minute.
