It sure seem to me to be a bad dampen solenoid if there is no power on the component at all.

Answers: The water is draining final in from your sink. Not good- that river is dirty.
The drain hose on the dish washer needs to be raise up above the connection to the drain pipe. Look beneath your sink- find the hose and lift it up. Fix it here with a clamp and a wood screw--or in recent times find a way to spawn the hose stay up high.
This will form a loop stamp to prevent water from coming surrounded by through the drain.
