Minor Water/Electricity Shock? I'm not sure if this would be classified as a problem....

I'm not sure if this would be classified as a problem. When the lights dim for a while, I feel a slight (very minor) shock when I instigate the water tab on the tub. I can consistency a little static electricity when I touch the marine coming out. The strange part is that it lone happens when the lights acquire dimmer, everything resumes to normal when the lights are fully bright. Is this something that I should be concerned something like regarding the dampen and electricity?
Answers:    You might want to try keeping the lights off contained by the bathroom until you can get an electrician/landlord to aid you. It sounds like status electricity is building up. While this doesn't appear to be a current (thus creating a possible electrocution issue) your wiring could only be too close to the plumbing. Try a nicely stinking candle until you can get it checked out!
You should be drastically concerned if you are getting any shock from the water. The lights dimming and the shock from the marine tap, kind me suspect that your hot water reservoir is starting to sshort to ground. This could be very treacherous, or it could be just a static charge as you suggest. Call a qualified professional electrician to do some trouble shooting on the system. Something is not correct.
