Answers: I'm assuming you are in the US, and since you didn't indicate which state you are within, start here:
http://www.hud.gov/renting/tenantrights.
Select your state, and you should find a link to (at the least) your state's court Code for regulation of Property, Landlords and Tenants.
For example, in the state of Virginia, this would be the state endorsed code that is applicable:
http://leg1.state.va.us/cgi-bin/legp504.
I agree that you might not want to of late withhold rent, because that may not be legal surrounded by your state, even when the landlord is not fulfilling their obligation.
This page might also be helpful, for law on tenant's rights:

Call your local housing authority, and find out what actions you should give somebody a lift. They should be able to aid you!
Also, carefully read your lease agreement! There might be a connotation in at hand as to what you can do. Most landlords use the standard lease agreement form supplied by the state (or a close approximation of it).
Good luck.
well minus paying the rent you wont have any apt. i would reward it but also contact the health dept to come and evaluate the conditions. some times the threat of them comming can grasp some things started but if you saw the conditions before signing the lease i am not sure of your endorsed footings. if it was agreed that those things would be fixed later hopefully its either within writing or with a non- relative as a witness- the rental broker ? if it be verbal.
