Answers: I would assume the department of housing or some other city organization. Otherwise taking her to small claims court after you own someone else fix it and send her the bill, if she doesn't clear for it. You might save some trouble by letting her know if she doesn't return with it fixed you'll have it done and sue her for the cost if she won't remuneration.
Either way I'd have an idea that seriously about getting another place to stay as a lawsuit/small claims court isn't' going to jump well contained by your relationship as tenant/landlord.
you could call your local housing authority or your state attorney generals department and ask them if the landlord does not fix something can you enjoy it fixed and are you legally allowed to reduce by it from your rent. but send her a registered dispatch first requiring a signature so you know she got it and vote give her 2 weeks to fix and except then find out nearly what i said previously
