The skirting board is ok, no damp and no brackish deposits, the patches are not drizzly to the touch but look like a ooze but they are not wet, the walls be plastered 3 months previous to me moving in...and design.
Answers: If the house has cavity ties it could be that hose down is coming across the ties, if this is the external wall. My advice is to buy a Plasplugs damp-meter for smaller quantity than ten pounds so you can check the level of wetness..
The recent re-plastering may also be a clue and it might be worth just anyone patient and see what happen over the next couple of months, it may freshly be drying out. Do you know why the walls were re-plastered? It's sometime because in attendance is rising damp and the bottom metre of the productive plaster is hacked sour, the wall injected with silicone and next the wall re-plastered with rainproof plaster. Occasionally an over-enthusiastic injection may result in some of the silicone mortal above the level of the unsullied plaster; again the damp-meter should help identify this.

Assuming there are surely no moisture leaks anymore,You'll own to repaint, after priming around the spots with KILZ alkyd. Always start near the touch up priming with Kilz, which is a shellac, and the authoritative sealant. This will kill any previous efflorescence or mold. Use a disposable brush, as it's not worth cleaning them up.
