Is my Circuit breaker box fruitless? So i get up this morning, travel into my living room and...

So i get up this morning, travel into my living room and flip the light switch. the bedside light comes on, blinks quickly a few times and i hear a environment "crack" from the outlet behind me. The power is in a minute out in my entire living room, dining room and kitchen (except for the fridge still running). I call for maintenance and they apparently fixed it during the morning and stated they "repaired the dining room outlet". OK. My question is.... if the dining room outlet shorted, shouldn't the breaker own tripped?

Answers:    The outlet did not short, it "opened" this caused the circuit to stop working.
