Answers:    Yes It's amazingly possible that you are receiving a minor electrical shock from any wet faucet in you're home. Check the hot wet heater for a proper ground. More than probable the water heating system is incorrectly or not grounded. If you look at the top of the water boiler,where the electrical supply attaches,you should see a screw obvious "ground". There should be a green or bare copper rope attached to it. If not the water stove probably has no ground to it. Have someone qualified check it for you. Good luck.

This wants checking out - your sink should have be earthed when it was installed. If the heat element have blown - you'd have no hot river. A short might be the problem, get it checked surrounded by case it is harmful.
