Why would your folks want to turn off the electricity contained by your room? Have they said they would?

Why don't you ask your mother if you can keep them in a cooler room during the summer months? Or, if your folks would prefer them to stay contained by your room, ask if you can have a fan, so you can hold them comfortable during the hot days.

Also, and this is important, keep their cage clean!! Hot weather and dirty cages are too much for any pet to enjoy to endure. Make sure their water container is verbs, and filled every day! Give them fruit treats, but be sure to remove any fruit that they hold not consumed within 20 minutes, so that you can keep them verbs.

Look online, for guinea pig and chinchilla care in hot weather. Follow those guidelines, to hang on to your little guys comfortable.
