Dah hook up the water strip to get rime
The freezing point of water is 32 degree at see level. If you're at illustrious altitude, the freezing point will drop a little.
Most freezers are kept at not anything degrees F. or -32 degree C.
You'll get rime eventually, but it will take forever.
Most refrigerators are best kept at 34 - 38 degree F., Just to give you an hypothesis.
Answers: The temp surrounded by the freezer should be closer to 0F. 28 would indicate a problem with the thermostat or the compressor is not running properly. Check the coils to brand name sure they are clean. Adjust the thermostat to the middle warmth range and check again. If the problem persist then in that may be damage to the compressor or it may not be functioning properly. 34F to 38F would be the correct selection for the fresh food compartment.
