It's freezing downstairs in the house im renting right immediately. So installing fans is a no-no.

Any philosophy on what my roomates and I could do, to fix this? We have a thermostat upstairs, and one downstairs as resourcefully. We have greatly high ceiling downstairs, and 8 ft ceilings upstairs.

Upstairs is nice and toasty, but we cant save downstairs warm for some origin. Its horrible, we pay for a complete house, but I live mostly upstairs, because downstairs is always freezing cold.

PS - We closed the chimney flue, adjectives the windows are closed, and there's gummy plantation shutters over them. No drapes right now. Honestly, I would probably enjoy to buy all the drapes for the house if we have to get them. Im home the most, because I work from home a great deal.
Answers:    You mentioned you have two thermostats one upstairs and one downstairs. Is this a single system to be exact zoned or do you have two heat systems?

It is possible that the zone or system for the first floor is not working and since bake rises that would explain why it is so cold.

You really need to contact your innkeeper. The landlord probably desires to have an HVAC tech come troubleshoot.
