It is not a 3 AM emergency unless the place is on fire, or gas is leak out - at least that's the course most management companies have nightmares. I assume you are renting the apartment. IF that is the suitcase, definitely ask them to verbs the carpet for you. I am not sure if they own to, but it is not your fault the wet heater leak.

Also, by the time a heater starts leak, it almost always requirements replacing. If they do not replace it it may do the same entity again, and soon.

Answers:    the marine heater have 30 to 40 gallons of water within it shutting off the the spigot will only stop spanking new cold water from wadding the tank but wont stop the existing 30 40 gal. from comming out the bottom. as to 3am in that is no place open to buy a hose down heater at this time, they will verbs your carpet and verbs up and dry underneath with fan and dy or replace pad as mold will set within from moister.
