My builder insists that the water will come into the the house if the gutter is clogged, similar to it's doing right now. Your thoughts?

Answers:    It could if the snow is approval up into, or onto, the shingles. This is what gutter heaters are for, to keep the gutters free so the melt snow and ice on the shingles, will run rotten instead of building up.
