Yes. I unscrew (part way) the other bulbs to collect energy.

yup - you can even take it a step further in fixtures that fluorescent bulbs fit contained by. I took out one of three bulbs in bathroom fixtures & replaced the other two with those bulbs & my electric bill come down. Same amount of light. Pretty cool. Yes if you use 2 of the 4 lamp holders used for your restrained bulbs, it will save energy.
Answers: you can bet your bippy. I only use one of 4.A 14 watt screw in fluorescent. It puts out equivalent to 75 watt bulb. That's a 80% hoard. Your on the right track. Good luck
