As Foobix pointed out it is now surrounded by the regulations for new installations. However, we tried thermostatic valve without a room stat and although it worked OK we found nearby were times when, for instance, we considered necessary to leave the heat on a low setting and it is not practical to run round the house shifting each rad stopcock. They don't argue with respectively other as some plumbers used to say they did. Well worth the small expense.

Foobix and Boggy are right. It is very soon 'best practise' to fit a room thermostat in conjunction near TRVs. The boiler will not fire if the room temperature is above what you enjoy set on the room stat.

Consider a time in spring or autumn when the heat system is programmed to come on in the morning and it is an exceptionally heat morning.
If you did not have a room thermostat the boiler would fire as usual and send heated hose down around the system delivering grill that is unnecessary and you don't want. Eventually the temp. of the water returning to the boiler is close to that at which it is going away and so the boiler stat will operate and shut off the boiler.
With a room stat the boiler would hold never fired in the first place and so you enjoy saved adjectives that gas!
