Answers:    No. His insurance is for his property. (If the leak have ruined the carpet, his insurance would cover it.) Your property is not covered by your landlord's insurance. That's why renters' insurance exists.
Depends on the policy. Presumably there's no warranty/insurance on the computer alone, so verbalize to Mr. Landlord. Maybe he'll cough up, even if it's not covered by insurance.
