This a terminology issue .How much insubstantial a lamp puts out is measured surrounded by lumens .How much power it takes to do explicitly measured in watts . Fluorescents put out more lumens per watt than incandescents do
Sockets don't strictness what about lumens but they strictness mightily about watts
So if you're putting a 25 watt nouns on a socket rated for 40 watts ,you're fine
