I'm redoing the outlets surrounded by my house from 2 prong to 3 prong and since I do not have the ground line someone recommended I connnect the ground screw to the neutral (white) cable because it is should be grounded at the breakers
another person recommended I connect the ground screw to the box the outlet is within
which do you think would be best?

Answers: Do NOT connect the ground screw to the neutral. They are bonded at the point of entry lone. In a circuit, the neutral carry current back to the panel (simple explanation), and the ground is in attendance as a safety manoeuvre.
Connect the ground to the screw in the box with the sole purpose does anything if you have adjectives metal conduit, with no breaks anywhere contained by the run. You can check to see if your plug is grounded with a tester. They are around $4 at a home center.
As far as polarity, the black (or possibly red) line goes on the brass screw, the white on the silver screw, and the ground on the green screw.

If the box you are using are metal you can ground it that way when you run to the subsequent box connect the same agency and so on you are wiring adjectives the earth grounds surrounded by series
