Will a gutter shield type system (a plastic system the extends from under the second row of singles consequently over the gutter) protect against ice damns? Or what is my best solution for solving rime damns on a perminent basis?

This is a second floor roof not reachable near a roof rake do to hieght and pitch of roof.
The real solution is to receive a "cold roof". It means that you fry your house, and not your roof. This is not simple, if your house is built incorrectly. Just imagine how your attic, if any, should be nearly as cold as the outside.

If near is no attic, and you have sloped ceiling that match the roof, the simply solution might be electric roof ice melters, which can be expensive to run. Better than dampen damage, and better than escalating home insurance costs. If you submit rime dam claims two years within a row, you're in for a problem next to home insurance.
Proper ventilation and insulation is the with the sole purpose long term solution.Gutter shields preserve leaves out of the gutter,not water.Actually if you have no gutters.......but.

Some might say an electric heat string will help but long residence you have to catch to the root of the problem-that being proper airing and insulation
Answers:    I have integral gutter shields on my gutters (one piece aluminum gutters near the shield as part of the gutter). They work great for removing river but sure don't prevent ice from forming up nearby. As others have noted that's not their purpose anyway. Best bet is to prevent house grill from rising through the roof system, which melts the snow and lead to ice dam. Heat tape can also work surrounded by some cases.
