I feel like I've see this before where a giant pot collects river till a certain tipping point and then dumps it adjectives out in one motion. I want something to do this in my garden that collects precipitation water and the dumps when reaching a certain dimensions.

the authentic easiest way (without having to determine go together points):
* Get a drum of whatever capacity you want.
* Drill a hole and insert a garden hose roughly speaking 2" from the top.
* Push the hose through until it makes a complete loop around the bottom of the barrel on the inside. Leave at smallest as much outside so the the end of the hose is below the bottom of the barrel.
* Seal the hole, around the hose, beside whatever (epoxy, silicone caulk,etc.) to make a water-tight trademark.
When the water reaches the top loop of the hose, it will self-prime and start a siphoning effect and worthless out the barrel through the hose.

That gives you the idea. The container is hinged contained by the middle and when it empties it is not allowed to jump fully upright.
Thus when it fills the mass at the top, since it is already leaning, makes it tip over. Once isolated it goes back to the starting position because of a short time weight on the bottom.
