Answers:    Must have be something on the floor that was drizzly or greasy. Scrape the loose paint off, verbs the spot with solvent, tolerate it dry and touch it up with one and the same material.
Can I install a tentative posterior boiler?
a greasy spot almost certainly. try this,,, clean it again. permit it dry. pour some laquer thinner over the spot. let it dry. do impossible to tell apart thing again. very soon try tp paint it.
the thinner should dry everything up so something can stick to the floor.
