Is the incoming wiring at failure or did I somehow wire the motor wrong?
yup switch the wires to procure the polarity right.

The white wire is the impartial, the green the ground and the ,usually black, the power.
If the neutral is reversed, the power is trying to jump through the motor in the wrong direction, which funds it will not work.
Switch the white and black leads.

Answers:    Shouldnt be a motor problem. The incoming electrical system was switched somehow. White flex is nuetral (L2) and black is hot (L1). May need to check next to a meter.
Make sure your capacitor is wired to the proper wires.
