The black bits are not solid - more of a gel or slime like substance! The fridge is badged Smeg but I have an idea that it's manuafactured by Whirlpool. The water dispenser is plumbed and so fill automatically from the water supply. I don't own this problem with slap water so believe it's to do near the appliance.
Would be great if any one has any concept on how to fix this.

I enjoy a great feeling that the black bits are fungi. Fungi can confidently leave within moist areas. It could be also algae. Are you really sure that your fridge is clean? Fungi and algae cannot live surrounded by water alone.... they inevitability nutrients. Try cleaning your water dispenser.

Answers: I would contact Whirlpool and tell them something like your problem and see what they suggest. It may be fungi, but it may also be something mechanically wrong next to your ice dispenser.
You didn't mention any recent service or movement of the fridge. I hold had black stuff appear surrounded by mine after servicing. Mine turned out to be break down of the rubber washer in the shut stale valve. This is an effortless fix, if it doesnt clear up after a few cycles.
