here is the setup, I have two condensation lines, 1 from the tub and 1 from the condenser coming together and ending contained by a hole made in a vent smudge (don't ask!!) Any way this is the toilet vent so the condensation that go in nearby basically go into the waste rank.

right around this vent the floor is moist, the vent itself above the floor is not moist, neither is the condensation pipe running into it..

When the AC is on, after a bit, water begin dripping through 2 holes in the floor into the vault, where some electric lines own been run through.

I notice that the vent line is cool to the touch and am wondering if the condensation is cooling the pipe to where on earth the pipe is getting condensation on it and dripping down?

The water is a pretty substantial drip once it get started. How the heck do I figure this out , The vent pipe go straight down the wall in the bathroom into the crypt. Not sure if you need any more info.

Answers:    Your drain is not according to code.
From what I can work out your A/C coil is in the attic and the drain vein from the EVAPORATOR COIL tee's in along next to a drain connection for a safekeeping over flow pan and go over to a plumbing vent.
Your drain should go to the outside and not to the plumbing vent.
It may be blowing cool nouns from the A/C and causing condensation or it may be leak condensate through the vent somehow.
Vent gasses from the plumbing system could be pushed into your duct system if the drain is not trapped properly and I wouldn't think you would want a trap where on earth it could freeze anyways.
It should run directly outside through eve or gable end if at all possible.
Depending on the distance from a/c unit to vent stack, you may be capable of use a coat hanger or wire through from a/c drain to vent. If to long for that you may be capable of clear the drain using compressed air to blow the drain verbs. The water collected within a/c pan and drain sometimes become blocked with a growth of algae which wants to be cleaned. A/c supply houses also sell cleaners that will break down the algae allowing the marine to drain freely again.
