I've noticed a hole where the brick meet the ground. There is concrete all around the house where the brick meet the ground. how do i fix this hole and where is the water going when it rain and goes down that hole?

It sounds approaching you are talking about a howl hole. These are typically installed in all masonry building at the bottom course of masonry where on earth it ties into the footing. This is to allow water to travel through without settling against the building and possibly smash up the foundation. I don't know for sure because I can't see what you are talking about, but typically masons install a blub hole so water can track through without gettin trapped. If this is the bag, then you probably have a drainage system underneath the house that diverts the hose down out to the storm drain.
Let me emphasize this. Don't seal up the hole until you catch a qualified individual to look at it, and tell you what is going on. If you were to plug up a howl hole that was there for a sense you could be doing harm to the building without even knowing it. Check the city curb or your front landscape to see if there is a drain outlet anywhere. This will let you know that wet is being diverted from the building and the hole is there for a object. Good luck. You my have a broken sewer line and the rainfall is draining into the sewer. A lot of ancestors don't know this but you are supposed to "water your house". This I'm sure sound crazy, but at lowest possible here in the south, our soil is clay and unless you want you house's foundation to get adjectives messed up, you water your house every once in a great while. You can put out a soaker hose around your house and turn it on every once contained by a while. somehow this helps keep your foundation from cracking.
