Answers: depending on how the windows are made, you might try resealing them. you call for to do it when they are not foggy on the inside. you can just run a bead of caulk adjectives the way around the cup on the interior and exterior of the window (not on the inside of the panes). that should assistance. it can be done with elder windows. but newer window, sorry. you would probably get better results replacing if they are cheap newer window.
