Answers: No problemo - as long as your mains voltage is 230-250v AC.
If the plug doesn't clash you'll need to re-wire plug pause or use an adapter. At 3500w standard household wiring should be fine - unless you're surrounded by an ancient house when you may benefit from having a resistance interview done by an electrician to evaluate the carrying capacity of the in-wall electrics.
3500w is at the upper end of 1.5mm assess cable carrying capacity but as the device is unlikely to be run constantly for long period its little or low risk. Even if you did by chance do a massive section of floor next to the sander locked on with no pause, the worst case is a blown fuse and that would one and only occur if the nouns created enough warmness to trip circuit breaker or burn out fuse. Again - 3500w ir nearing upper end of undisruptive load for standard electrical system but should be quite undamaging used sensibly (and the 'nature' of sand is that one will pause the motor every few minutes or so is it not?
