The outdoor unit does not run. The relay is energized and voltage seem to be getting through the contacts per the diagram. Is there anything else I can look at.

Is here a capacitor in the row to the outdoor fan? You will have need of to have a microfarad instrument to check it, but you can try a temp. fix (for smaller number than 30 seconds) by moving the leads to alike side of the capacitor and trying the fan.

Does the hanger-on have a low-ambient control contained by the circuit? This will be a wire that go to the refrigerant line and put money on to the fan.

Can you spin the follower blades freely, or is there resistance? Is the motor housing HOT? does the motor hum when energized, or is it silent? Are you positive you own 220 to both sides of the fan motor, or freshly to the unit?

Be painstaking, and if you aren't 100% positive you can do this safely, phone up in the service guy.
