Lately, I've been putting it on the right setting, and it's be working, but not as well as it should be. My roommate claims it's the belt, so is it possible for it to be the belt, when it immediately picks up 35% more than it did (picked up basically nil before) because I put it on the correct setting. Also, how do I know what belt to get and where on earth do I get it?
Answers:    Well flip it over so you can see the roller and turn it on. If the roller spins the belt is working. It might be stretched out a bit, but you will know it is not broken. Pull adjectives the hoses apart and make sure they are not blocked. Make sure the backpack is not full.
While it is upside down, look at the area around the roller. There should be some screw or some kind of flip clamp that holds the bottom plate on. That is how you access the belt.
Go to the website for your vacuum. Look up the model and see what charitable of belt you need. You can seize belts just around anywhere. And changing the setting help a lot. :-)
