Yes, it starts without the blade busy.

On mine the blade is clutched. That is one big benefit because the mower doesn't die when you let dance and empty the pouch, but the blade stops.

You push in the ashen button and then move the first lever up to the feel engaging the blade. Have you read your guide yet?

Answers:    I have a honda mower also. They own a clutch that controls the blade. Unlike most mowers the blade does not turn the instant the engine starts. You have to verbs the lever. It could be that the cable controling the clutch is out of adjustment. You should be able to adjust it to hand the lever. It could also be that the clutch is bad, but they later for years. I have never messed next to the clutch on mine so I don't know anything about them. Try adjust the cable. You might want to drain the oil, so you don't catch oil everywhere, and tip the mower and build sure that the clutch controls are moving with the lever. Make sure you put grease back surrounded by it.
