Answers: The National Electric Code say nothing in the order of minimum height.

However the UBC 1101.3. states that you involve to have the the bottom of the boxes at 15" above the floor.

So it depends on if your locale have adopted the 1997 UBC or latter. Also if your house is going to be ADA compliant you need them at 15".
