Answers:    The easest way is to shorten the gov.spring basically a little.this is kinda cheating but will work fine.the spring hooks to throtle lever on carb.

It is a bit complicated to tell what it is your trying to do. The governor is internal to the engine. There is a rod coming out of the crankcase next to a lever attached. From there it go to the carburetor with a rod. Are you sure that you don't want to adjust the throttle? There shoud be a stop screw on the throttle cable lever that adjust the top speed. Trying to get the engine to run faster than the govern speed could be bad for the engine.
