This is the Jasmine Perfume Bottle design. I've removed the hex screw and pulled upwards and it won't budge. Am I missing something? The manufacturer assembly instructions online don't reach a deal about the fiddle with part at adjectives.
Answers:    Squirt some WD-40, vinegar, CLR or something along those lines into the hole where you removed the screw...consequently go to a movie...no you really don't enjoy to leave the house, of late leave the faucet alone and permit it soak. Then try and take it past its sell-by date. You will probably have to woggle, jiggle and anything else you can think of to bring back it loose. You can also put a screwdriver under the hat and pry up a LITTLE on one side and then the other side. More than promising the problem is hard hose down build up. Worst case is cut it bad and get two strange caps. But if you're long-suffering it will come off. Don't you abhor it when simple things like this filch up an entire afternoon ? It's happened to me and I loathed it. :-)
Probably just calcium deposits built up between the stem and faucet pedal. You could try wrapping a rag soaked contained by vinegar around it for a while. Otherwise, you may end up buying a puller from a Home Center.
