Answers:    You will hold to dismantle the valve and see where the seep is coming from. You may have to cut away the valve or break get underway the tile to do this. Sometimes, it is easier to get to the valve and pipes from the other side of the wall. Is that within a closet or another room? If so, see if there is an access panel there. It may rescue you some work and repair costs if you can go through there.

Before you start anything, however, find the shutoff spigot for this water line. It will probably be surrounded by the basement, if you have one, or possibly inside that access panel. You WILL want to shut off the water to this faucet up to that time you try any repairs. Otherwise, you might have a fountain of water that dumps 20 gallons of river everywhere, while you're trying to find the shutoff valve.
Heating grease?
You probably need to replace the shut past its sell-by date valve assembly which can be found at your local hardware stores.
