I guess by now you know the unit described is a litter disposer. If you have a wood handled broom or similar wooden doubt you can place the wooden handle into the disposer and move it around like a witch stirring a cauldron. This movement will 'break' loose the seized (stuck) blades and allow the disposer to operate properly.

It's nought to be scared about. Your litter disposal has probably gotten a piece of something stuck between the blades that has cause it to stall. Turn it off, reach surrounded by and see if you can feel something that's stuck and then verbs it out. If that doesn't work, call a plumber, if you own your home. If you're renting, call the manager or rental office.

Answers:    Sound close to you jammed it.. its fairly easy to unjam it but from your description of the problem i doubt your going to be capable of fix it yourself. Call a plumber and tell him your garbage disposal is jammed. Leave the switch rotten or you will burn out the motor. JESUS DONT PUT YOUR HAND IN THERE!! She barely knows what to telephone it and you want her hand in here?!?!?!
